The Toll Regulatory Board (TRB) approved a provisional toll rate adjustment for the R-1 Expressway and R-1 Expressway Extension of the Manila Cavite Toll Expressway Project (MCTEP) pursuant to the 2020 and 2023 Petitions filed by Cavitex Infrastructure Corporation (CIC) with their partner the Philippine Reclamation Authority (PRA).
The Notice of Toll Rate Implementation was published in a newspaper of general circulation on 21 and 28 September 2025 and on 05 October 2025.
The CIC and the PRA complied with the procedures and substantive requirements and will implement the following New Toll Rates on 28 October 2025:
R-1 EXPRESSWAY: (Seaside to Zapote):
Class 1: Php 39.00ย ย Class 2: Php 78.00ย ย Class 3:ย Php 117.00
R-1 EXTENSION EXPRESSWAY: (Zapote to Kawit):
Class 1:ย Php 88.00ย Class 2: Php 176.00 Class 3: Php 264.00
The additional toll rates at the R-1 Expressway are 4.00, 8.00, and 13.00 for Class 1, 2, and 3 respectively. Whereas at the R-1 Expressway Extension the additional toll rates are 15.00, 30.00, and 45.00 for Class 1, 2, and 3, respectively.

The toll rate adjustment shall enable the continued operations, maintenance and improvement of the MCTEP that shall benefit the expressway users by way of a safe, convenient, fast and a worthy travel experience at the MCTEP.ย
The Toll Regulatory Board (TRB) previously approved on 24 April 2023 a provisional toll rate adjustment for the Subic-Clark-Tarlac Expressway (SCTEX) pursuant to the petitions for toll rate adjustments filed by NLEX Corp. in 2020 and 2022.ย

The Notice of Toll Rate Implementation was duly published in a newspaper of general circulation on July 29, 2025, August 5, 2025 and August 12, 2025.ย

The motorists will pay an additional toll rate per kilometer of P0.64 for Class 1 vehicles, P1.29 for Class 2 and P1.93 for Class 3.ย

This provisional toll rate adjustment shall enable the continued operations and maintenance of the SCTEX in accordance with the required level of service and standards, and the implementation of the necessary improvements and expansions that shall redound to the benefit of the expressway users by way of a safe, convenient, fast and a worthy travel experience at the SCTEX.ย
The Toll Regulatory Board (TRB) provisionally approved the Adjusted Toll Rates for the Muntinlupa-Cavite Expressway (MCX) based on the 2024 Petition for Periodic Toll Rate Adjustment filed by the MCX Project Company, Inc. ("MCXPCI").

The Concession Agreement allows MCXPCI to file a petition for an adjustment of the Toll Rates every two (2) calendar years. MCXPCI has complied with all of the procedures and substantive requirements.
The Notice of Toll Rate Implementation was duly published in a newspaper of general circulation on 31 July 2025, 04 August 2025, and 11 August 2025.

THE NEW TOLL RATES (Vat Inclusive) ARE AS FOLLOWS:
(2024 Petition)

The motorist will pay an additional toll rate of 1.00 for Class 1 Vehicles, 4.00 for Class 2, and 5.00 for Class 3, commencing on 16 September 2025.
New adjusted toll fees will be collected at the North Luzon Expressway (NLEX) starting on March 2, 2025.
At the Open System (Balintawak, Caloocan, Mindanao Ave to North of Marilao), motorists will pay an additional โฑ5.00 for Class 1, โฑ13.00 for Class 2, and โฑ15.00 for Class 3.
At the Closed System, (North of Marilao to Sta. Ines, Mabalacat City), motorists will pay an additional โฑ52.00 for Class 1, โฑ129.00 for Class 2, and โฑ156.00 for Class 3.
At Subic-Tipo, an additional โฑ7.00 for Class 1, โฑ18.00 for Class 2, and โฑ21.00 for Class 3 will be collected from the motorists.
Those travelling NLEX end to end (Metro Manila to Sta. Ines, Mabalacat City) will pay an additional โฑ57.00 for Class 1, โฑ142.00 for Class 2, and โฑ171.00 for Class 3.
To help curb inflation and cushion the impact thereof on the toll expressway users, NLEX Corp. was allowed this year to collect only 50% (1st Tranche) of the provisionally approved 2022 periodic toll rate adjustments.
Further, NLEX Corp. was allowed to recover its investment for the newly completed Candaba 3rd Viaduct by way of add-on toll fees at the Closed System.
It can be recalled that the Candaba 3rd Viaduct was partially opened to the motorists on August 15, 2024 (Zone 1), and October 22, 2024 (Zone 2); and was fully opened on December 10, 2024, without collection of add-on toll fees.
The new provisionally approved toll rate adjustments and add-on toll rates have undergone thorough, meticulous and lengthy review by TRB, and were allowed to be implemented only after NLEX Corp. complied with all the procedures and requirements under the 2013 TRB Revised Rules of Procedure.
